Eugene W. Grant founded the Health Empowerment Network of Maryland, Inc. He is an accomplished Executive Leader with over 30 years of experience, and he brings together a drive for excellence and a robust scorecard at senior levels of responsibilities in public administration, business management, and nonprofit leadership. For 17 years, with a record-length of serving as Mayor, he has rolled up his sleeves to lift a municipality in the State of Maryland by committing to structuring goals and gaining traction around critical initiatives. He was proud to have improved public facilities, enhanced health services, taken care of veterans, reduced criminality, and offered more opportunities to young people than any previous administration. 

Mr. Grant has been fortunate enough to be appointed to several executive positions due to his lean methodologies, inclusive leadership, and unsurpassed project management skills. He has leveraged relationships with federal legislators, government officials, and national bodies to advocate several actions and raise more than $6 million for social projects and public investments for equitable and inclusive opportunities. He is a pragmatic executive with proven competencies in turning vision into reality. He has led numerous interdisciplinary teams in large and medium operations, including state initiatives, foundations, and community projects.  

Mr. Grant is a Smart Technology Specialist who pioneered the "Authentic Small Smart City" concept by following through on an important agreement with IBM to build a $30 million cloud-based Intelligent Operations Center in a Maryland Municipality. Consequently, he has reinforced his expertise in the instrumentation and empowerment intelligence of smart technology integrations. He created a Citizen-Centric Government platform that achieved social justice through equity and inclusion for all city residents.  

As a bridge builder, Mr. Grant has shared his experience worldwide as a keynote speaker at major events to empower other executives, government officials, and communities. He has spoken several times before the United Nations, National Legislative Bodies in the US, and organizations worldwide, including China, Australia, Canada, Haiti, Kenya, Nigeria, Senegal, Jamaica, Portugal and more. He also regularly hosts the "All Things Smart" podcast as a Smart Technology Specialist.
